Cannot Access FTP Server From IIS or Visual Studios

Hey I have my domain name with the DNS properly pointed to my.discountasp.net's name servers. It's not authenticating anytime I try to access the FTP server from IIS or Visual Studios. Any help would be appreciated. I used the alternative FTP address and the normal one, DNS is not the problem. I made a user account and gave it permission to the root folder. When I click on the aspnet_client folder under the root folder it say's this error: "Error: Permission Management is temporarily unavailable. Please try again in a few minutes. If this error persists, please contact support."

I cannot log onto the FTP from my house computer using IIS or Visual Studios to upload Web Application files. Thanks! =)
