My site doesn't work in New Zealand, but works in Australia

Well that's what it seems.
My first website that I'm working on is my mate's wedding website and he is in New Zealand. I have shown people my efforts so far in Australia and they can see it, but he can't see it. He sent me a screenshot of what he sees and he sees the default discountASP page when you first join up for hosting services.
You know? The blue and white index.html we're suppose to remove and replace with our website.

Does anyone have any clues as to why this is showing up from his computer and nobody elses? I thought I removed that file. I know I did and my site is working here on all the people in Australia that I ahve sent the site url too.

I will get him to see if he can send it to someone else in New Zealand to see if it's his computer or New Zealand just hasn't got internet yet.

Anybody have any clues in the meantime?

Actually I think it's a cache problem because he looked at this url before I posted anything the other day actually. Maybe that's still cached in his browser.

Could very well be caching. I don't think there would be anything else that can be causing such problem.

I haven't heard back from him yet. The obvious question for a beginner who has encountered this problem is. How do you design a site that will not have this problem.
I mean we look at news sites every day and we aren't reading old news. We are looking at the updated site. Do I have to put some kind of code in my website to make sure the browser downloads the correct one?
