Contact Page reload in correct spot

Hey guys,

I have a contact page that needs to be originally loaded at the top of the page and I have a wizard that steps through my contact form. If the screen resolution is small then every time you click next or previous on the wizard the page gets reloaded at the top of the screen.

How do I make the screen reload scrolled down to my contact form every time a button is pressed on the wizard but not when the page is initially loaded?

This subject is new to me so I don't even know where to start.
