Access to file denied , web application on discountas.net server

I am trying to access a file in folder of my web application which is being hosted on discountasp.net server. I get the error: access to the file denied. I am sure this is permission issue. How can I grant read and write permission to my file on the server. Please help

There could be a process on the server that placed a lock on this file. Try to stop and start your site and recycle the application pool in the IIS Tools section of your discountASP.NET hosting control panel. If that does not help, please contact technical support department by creating a ticket through the support portal at support.discountasp.net. Please include the full copy of your ftp log where we can see the actual error and provide us with the file name that we can try deleting it on our end and replicating the problem.
