How do I get started with a new Website - Home Page. I need to put up Page under Construction. I'm new in web site design

The first thing you need to do is to get yourself a website building tool like FrontPage or Macromedia Dreamweaver.

You should be able to find plenty of reference to these tools on the Internet as well.
