Does anybody have any experience with search engine submission sites.

If you do which one(s) do you find to be the most effective.

I have looked at www.ineedhits.com but don't know much about them other than they are a reseller for inktomi and alta-vista.

I've found that the most successful way to get proper hits on your site from the search engines is to:

a) ensure that you have the proper metadata on each page.
.if you don't know how to do this just google 'metadata tutorial' and you'll find a plethora of helpful tips

b) register your site with each major search engine indiviually; you shouldn't have to pay ANYONE to submit your site. In addition, if you're using a submission service that doesn't charge you, that service is probably collecting information on you for some purpose (probably not of a dubious nature, but collecting just the same). Each search engine has a submission service; it may take you a bit to find each one, they're normally found under 'help'.
