RichText Control - How To Develop at Home?

So, I read a lot about this RichText Control that is now available. I know if I code for it, it will work on the server side, but I would like to make sure that I test it at home before deploying.

Do we have to buy myself the package if I want to test it?

If not, Is there a KB artcile on how this can be done. Is it possible to create a remote assembly reference to the Discount.ASP server? Is this possible?
