I am trying to test the silverlight live stream using Microsoft Expression Encoder but I don't know where to start from? it's also asking for publishing point on the server?
do you have a guide on how to use silverlight stream on DiscountASP?

I believe you can select live sources in the Microsoft Expression Encoder and even mix them with file based sources.You may want to have a look at the following training video:

yeah but what about server parameters? I mean the publishing point, port, etc? I have not received such details from the DiscountASP

Are you referring to Windows Media Services (since you mentioned publishing point,port etc.) and not Silverlight Streaming Service ?

Yes,you can,see the video link I posted ..You can do both file based and live streaming (even combine them) with silverlight.I haven't tried the live one yet,but will soon and will let you know.
Windows Media Services and Silverlight media application services are two different services.The later is provided by Microsoft specifically for streaming silverlight media applications.

now, last and very important question:
can I do the live streaming using silverlight on my DiscountASP host if I order additional bandwidth?
because i don't see any add-on option in my acount when i login to it..

I recommend you to try the Silverlight live streaming first and see if you actually do need additional bandwidth? And if you do need additional bandwidth,you will have to email DASP billing@discountasp.net

To do any live streaming, you need some service. DiscountASP does not provide any media streaming services. So an option is to use Microsoft's Silverlight streaming service. This does not affect your site's bandwidth, as the user will connect to Microsoft's service for the media instead of your site.

ok, now I am switchingto live encoding in the expression media encoder but it's asking for publishing point and port, so who will provide that in DiscountASP? whom shall i contact?

i think you are little confused as to how SilverLight streaming works. We do not host any of the media content but rather Microsoft Live does. We are only involved in hosting your webpage which has a javascript that point to the Microsoft Live server.
I recommend you post on the ASP.NET silverlight forum where you may get help from MSFT.
