help with the language and default page

i upload my website but my web site didn't start with the default page
i deleted the index.html page and i orded my default page but still it didn't work

i have another problem which is my website in arabic language but when i upload it it shows encoded letter which is not arabic ?? can any body help me ?

you can try to set culture="ar" uiCulture="ar" it will work fine

and check IIS , also set the default.aspx page as start up page
