I have today set up my account with discountasp.net and have a couple of questions:
Not wanting to throw a perfectly good web site onto a new server without becoming 100% familiar with it, I have setup a temporary web address and plan to copy my active site over here section by section.

When I am happy with this new system my plan is to then move my active domain name here.

Will it be possible to have the new domain name replace the temporary one without losing the settings I configured?

If you are referring to the Temporary URL and Temporary FTP address that we assign to every account, then Yes, when you update your domain's Name Servers to point to our DNS, everything should work fine.

Yes. This is possible. We charge a $15 onetime fee to change your domain name. All your files, database, etc, will remain the same.
