Cross Browser Draggable Panels in Asp.net 3.5

We are in the early stages of doing requirement analysis for a client.
They want Drag gable Panels in their applications. I know that Asp.net 2.0 supports this for IE only.

So do Asp.net 3.5 and Discount Asp support cross browser draggable panels out of the box ?
Or is this only a feature of some CTP or DEMO or something that is not working in production environments.
