FTP download text file for clients of my website

I have a website on discountasp.net with IIS 7.0 with FTP service for my site enabled. I have to make a text file for my clients available via FTP with user authentication. Could someone guide me through the steps, or point me to a link or something where I can read more about the same. I have never done this before so I'm kind of lost.

You're not going to be able to do FTP authentication for an unlimited number of users. If it's a text file why not just put the file(s) in a directory and password protect that?
