If there was a global outage or a server down or some disruptive maintenance, then we'd post about it in the outages forum. If you don't see such a post, then the best thing to do is to contact the tech support team using the helpdesk at https://support.discountasp.net (log in with your control panel credentials) - and if you can't use the helpdesk for some reason, then email the tech support team directly using the support@ email address.
