Migrating site from VS2008 (.NET 2.0) SQLServer2008 to VS2012 (.NET 4.5) SQL 2012

Can you provide me the direction to convert the project from Migrating site from VS2008 (.NET 2.0) SQLServer2008 to VS2012 (.NET 4.5) SQL 2012 ?

I will be writing the code to convert to latest version of Visual Studio and SQL Server (currently hosted on DiscountASP.Net (Reporting Services 2008 also existing).

Can you provide me the checklist to think of? I would like to know the cost (including difference) as well.

1. Domain Name purchase (for testing, then copy the code to the current environment for redirection)
2. Cost involved
3. What IIS version should I use?
