FTP speed & site speed

PROBLEM: FTP speed & site speed

Hi

I've just registered to a Windows 2008/.net 4 service and I'm trying to upload my files.
I use the ftp to upload and it seems that the speed is about 0.5KBps and also it constantly stops due to some error.

What's wrong?
And is the site will be also so slow?

 

...There's too much that has an effect on this to nail down any one thing.
Two suggestions:
1) Use OpenDNS
2) Do not use Passive Mode.

From my location to the DASP servers I can cause this behavior if I switch my router from OpenDNS and use Passive Mode, a Trace Route will most likely show a series of blocks in Texas, which is in fact having rolling Blackouts currently.
