FTP and File Datetime

I have searched and I cannot find the answer on the forums.

When I upload files, the files are being timestampedto the incorrect timesone.

I am using CuteFTP. I have the "Preserve local timestamps ... if the server allows MDTM" checked.
-> Has anyone got CuteFTP to preserve the timestamps when uploading or is there a better FTP program.

Assuming it's not the client's problem, is there a way of telling the servers I am in a dirrerent timezone which would also eliminate my problem.
