  1. Problem: Unable to write to a file or an access database.

Description: I am using a third party developed application. Itwrites to both a 'setting.config' file or a access database depending on what you are doing. I can delete records from the database, but I cannot edit anything in the database. If I change something on the form that writes to the setting file it doesn't work either.

    I get no error messages.

I am suspecting a permissions problem.

I cannot seem to change permissions for the "Anonymous ASP.NET" user in the control panel(theonly thing I seem to be able to do is edit the "Anonymous" user permissions)nor can I use IIS manager because I cannot access "In Control Panel, go to: Tools & Utilities >> IIS Tools >> MS IIS Manager"( as per this kb article: https://support.discountasp.net/KB/a402/assigning-users-to-microsoft-iis-7-manager.aspx) , the MS IIS Manager tab is missing in the control panel????

I am able to get it to work via localhost. Via localhost I was getting an error describing a permissions problem, I fixed that and all is well on localhost.
