Help me "Web Page Unavailable"

why this happened?
when i open my website from my pc ,it give me "Web Page Unavailable"

and whene i open it from my work place it give me discountasp user name and password.

and when i open it from Internet cafe it open the real site?.

note;
Stop/Start website = START .

and i delete index.html
and my firs page is default.aspx
