Page cannot be displayed HTTP Error 403.1

I don't understand why I am getting this error but think it's something pretty simple. Here's the link to it...

I will be connecting to an Access database, and read a post about having database projects in the CGI-Bin, is that correct? Thanks for any help!

Does this mean there is no way to get around this, so everytime I publish via FrontPage extensionsI have to uninstall and reinstall the application in the control panel?
