Recommendations for Web Site Designer with Database knowledge

Can anyone give me suggestions for web designers to overhaul my website. I will need datebase tweeking, more professional look, and much easier user access. Any recommendations would be appreciated. I don't have an unlimited budget but would like to get some quotes.
