server does not exist or access denied.

It would appear that the server I am working from is blocking my connection. I am trying to connect to my sql server from work. I can connect at home, no problem. However, from work I get a server does not exist or access denied.

I also can't update my site via ftp from my work. I am sure there is an obvious explanation. Is there any way to avoid this or is it some sort of server lockdown situation?

 

Unfortunately, I don't have a chance to speak with the city's administrator. As well as there being a cultural barrier. I don't speak Japanese. I was just kinda of looking for some general information about my situation. I just want to know if my description of the situation is a possiblity. I mean, I don't want to try something that is not possible. If it is a security issue, I can't see the city opening up a security hole just to make it easier for me. I am not too educated in this area.
