Silverlight won't load

I get this error.

Category: InitializeError
Message: Could not download the Silverlight application. Check web server settings

I looked on the web but the only things I saw were a folder in the wrong place and MIME types. I don't believe either of these are the problem. Any suggestions?

An obvious but perhaps silly question: is the xap uploaded to the expected (typically clientbin\) location?

Yes the file is on the website.

Visual Studio loads up fine.
