  1. I have an application that requires a static IP to be able to access 3rd party services that are whitelisted for a given IP
What package/addons do I need to purchase to ensure I have a static IP?

Do you mean your web application needs to make an HTTP call to some 3rd party services and the calling IP needs to be whitelisted?

The server should always use the primary IP for outbound connection. Please open a support ticket and they will let you know the primary IP of the server.
