TFS best package

Hello,

I want to buy TFS account, I have some questions
1- Is there any packages for at least one year with less cost than $20 per month?

2- for security issues, I don't want the developer to use his TFS user account outside our company, is it possible on both of Shared and Managed TFS hosting?

Allow/block users by IP is only available with TFS managed.
