themes not applied to websites

    I installed VS 2005 Pro on a laptop running Vista Business and when I try to run a web application the theme I have specified in the web.config file does not get applied to the site. Has anyone experienced this issue?

    The web.config code is <pages styleSheetTheme='Red'/>
